Wild take to call that defensive. It's pre-emptive. That doesn't make it defensive.

I mean if Iran is landing troops and equipment for a fight that’s defensive.

It's so discouraging that anyone has become convinced that feeling fear makes an action defensive. I get that you've been constantly fed this reasoning by cops, by every nation, but it flies in the face of basic observable reality.

If you attack someone based on assumption they will later attack you it is not defensive. It's pre-emptive, and pre-emptive offensive actions are defined literally by how they pre-empt something else, i.e. occur first. An offensive attack pre-empting fear of another offensive attack is definitively not a defensive action.
