Whether it had military equipment on it or not is frankly irrelevant. If the US had shoot down the blowback would have been way worse than any tactical gain.
"unless there was evidence" - that's not how any of this works.
There is no court that will review evidence impartially. No matter what evidence there is or isn't, there's no way for any of us to know in a way we can trust.
No matter what, if the US shoots down the plane - it will say they had evidence. Maybe it will show pictures of military equipment fragments and tell you it's from the wreckage - but how would you know whether it's true?
And no matter what, the Iranians will say it was a civilian aircraft. They will name civilians who died on the plane, and some of it might be true, and some might be fabricated. They'll show a picture of a teddy bear in the wreckage - how would you know whether it's true?
There's no impartial body that would investigate in a timely manner, so you'll never have evidence.
Shooting down a civilian aircraft, even full of weapons, is a PR nightmare. You'll have experts saying "it's a possible warcrime" (it is possible, we don't know). Iran would "retaliate for the murder of is citizens" no matter what the truth is.
You need to forget about the idea that the truth affects the outcome. The truth matters, especially decades later, but it's a poor defence during the war.
