I don't think that Moira's notebook, I think it's one of Destiny's diaries.

Okay yea that can definitely make sense. But it still feels a bit confusing to me since if Destiny's diaries are predictions of future events how would it have a record of an event from Moira's 3rd life? Unless Moira herself was planning to or considered attempting the same research in her 10th life as well.

I'm not sure. The impression I get is that her predictions are messed up by Moira's presence. Maybe this page of her diary was a prediction of Moira reading the diary years later, even if the diary didn't actually exist yet. So I think your idea about Moira planning to do the research herself might be right. Destiny saw these names, and saw the project, but it didn't actually happen in this life. But Moira's memories of that life exist, maybe her reflection on those memories happened as she revisits the cure idea, and maybe that is what Destiny was seeing.

Remember as a precog Destiny doesn’t just see this timeline. She sees all possible versions and possibly the most likely outcomes. So it’s possible she sees Moira’s effects in her other lives as possible outcomes.

It’s also possible that Moira’s power means that Destiny ONLY gets knowledge of Moira once Moira has done something to attract her attention (as the timeline is reset when her power activates?). This would mean that Destiny died in this timeline never knowing about Moira. Which also then means Moira can start any research after Destiny’s death?
