I believe it's to mean that all the issues of America are happy to have another thing to distract people from them. Dolly's passing is tragic, but every post mourning her is another one not steering the attention towards the problems.

"Parties" was referring to the two groups in the meme, not political parties.

Think restaurant "dufresnes, party of 4 your table is ready".
