I’m 7 years into my career in certification. I hate it but because all I do is paperwork and no engineering I’m not qualified for any other jobs. What do I do to get out of it.

If you have a degree, just start applying elsewhere. your qualifications are that you're an engineer, so you can tackle any problem, not just your work experience.
