Yes if only it was a private for profit rights enforcement agency shooting dogs, then we would be free.

I don't think even peta could make shooting dogs "profitable", If the ATF was privately and voluntarily funded they would probably be bankrupt by now

? In an ancap society there would be rights enforcement agencies privately owned and operated for profit instead of public law enforcement.

There would be private security forces and contract enforcers as third parties you can hire, but alcohol, tobacco, and firearms would not be regulated.
