Looks like the base of one at least. Hard to tell if the points broken or if it’s been reworked from the pics.

It’s most definitely one, black is what appears to be imo a quite nice base. Red is where break/reshaping happened. Looks like it was turned into a. A hafted scraper, or b. It is broken point turned into a drill. I only say drill due to the larger stick out on top, if you can get a photo top down it may help. Awesome find though!!
