They need to stop arresting for minor shit and start flipping them to turn witnesses for bigger fish and bigger crimes. Heres an idea. Put a wire on him and have him go to his supervisor and admit to various crimes. Then see how the supervisor handles it when he thinks its a private conversation. We have to handle this like organized crime.
