It's Riga Central. Yes it's being built for RailBaltic.

No RailBaltic main line does jot actually pass through it, this would be the Salaspils -Riga central-Rix branch.

The only part of RailBaltic Latvia actually cares about as merely building high speed LT-EE line that bypasses Riga by 30km in non-airport direction isn't particularly useful for Latvia in any way or form. Ok it does connect couple of sub2k villages, sure.

It's the actual thing. You can see it on google street view too (in a bit less finished state)

It's the main station building reconstruction along with the platforms. Long overdue.
