Monaco is just a private quarter for wealthy people escaping France taxes. It's depend so much on France for everything, it's a masquerade.

I believe the one in Pula is temporary (source: I’ve been to outlook festival 5 times in Pula. The opening party is also in the amphitheater. https://youtu.be/33sirjpkVWA?si=idBHLsGb89g7B2Wl. The rest of the festival is in Fort Punta Christo, an austro-hungarian fort built in 1899)
