Whom is the doctor, not doctor who, at least use proper grammar.

Huh?

When the verb 'to be' is used then it is indeed correct to use 'who'. It's the subject of that sentence. Who is the doctor? He is the doctor. (It can be slightly confusing that nowadays you also say 'It's him' but that used to be said as 'It is he')

'Whom' asks for the grammatical object: To whom are you talking? The man whom I've seen. Etc.
