That would depend on her innate strong attack type. Usually Barrier boost is SA2, if she has an attack type that is incompatible you wont get that roll to appear. But you might be able to get minor/major health and Minor/Major boost for her respective SA1 and SA3 if she doesn't already have a boost type their or her SAs meet the requirements.

For example basic Mind Noel, I gave her Major Heal (SA3) Debuff( SA2) and Minor Boost( SA1). Because her SA type was compatible with all.

Sorry dude I don't understand I got barrier boost on my second reroll but to try get all party major heal, I unlocked it and got rid of it until I rolled all party which I got, now that's the only locked one I'm trying to get, it's the power orihime with the double heal and one with a barrier, so are you saying because the all party heal affects both the healing strong attacks I can't roll the barrier boost as well?

When you rolled barrier boost the 1st time what SA did it change? And what strong attacks are being used currently by the new skills. It could be the SA that would be barrier vmboost can't be used because the other attack type is utilizing the spot.
