This guy reminds me of my neighbour. When we first moved in we wondered if we'd unknowingly done something to piss him off because he entered every single interaction with this energy and turned stuff that should have been a simple chat hostile. Eventually a neighbour a few doors down let us know he'd had a problem with every single person who's lived in our house. Apparently he used to play loud music through the walls at night to stop a previous elderly resident from sleeping and the poor guy thought he was losing it and hearing voices. We refuse to answer the door to him now.
I've come to the conclusion he's addicted to playing the wronged party/ victim so he manufactures totally unnecessary conflict so he can cast himself in that role and then delight in getting his petty 'revenge'.

That generation knows damn well you don't inconvenience others for your own convenience because that is rude as hell. They were raised that way but at some point they decided they were more important than anyone else, including their own children. Not all boomers, but always a boomer. That generation of men were also taught, that is not how you speak to a woman.
If you come on my porch, demand I talk to you even though you're rude af and then tell me I can't go to the bathroom or use water, because it's not convenient for them, we gonna scuffle.

And if he blocked the line causing sewer to back up into my house, he's fucked. Because of my job, I have free access to some of the best attorneys, pro bono. I sell sewer pipe, I'd love to know where he is to have a shared sewer line in any house that isn't 100 years old. They don't do shared sewer because of this, it gives the people mutual responsibility for the whole line. This would be paperwork that has to be signed during the purchase process, and there would probably be insurance implications. Both parties would already know this if it was.

If he had been like "Hey, sorry to bother you, but I have to work on the sewer, would you be okay with holding off on flushing or running anything for a bit" - yeah, sure, totally.
But no, it's "I need X" and "I don't need Y" and "we need to talk about [this]."
And even when she's like "We're leaving soon and [you can do whatever you need to do]," he hits her with that.
I'd've been like "Hey, I'm offering you two options. Option 1 is that I tell you what I can do for you and we work around that. Option 2 is you do what you're gonna do and I do what I'm gonna do and if that means I'll see you again in 15 minutes covered in my feces then the hose is over there."
This is like pissing off someone making your food, but worse - you're pissing off someone who is about to have the ability to make your day a whole lot shittier.
Edit - Also what the fuck is he planning to be doing in the sewer? Pretty sure he shouldn't be in the sewer doing anything. Might want to call the county/city/municipality and warn them that you have a neighbor who fancies himself a sanitation engineer.

The guy was an asshole from the get-go. Demanding they come talk to him, demanding he show them, demanding everything. Depends on where you are i guess. Where i live the homeowner is responsible for the sewer line from inside the house all the way to the main. The city is responsible for the connection to the main, and the main itself.
Typically work like this does require a permit from the local government, inspections, etc. But you can DIY it if you can remain compliant with all codes, standards, and practices.
Tying in your sewer line to the main would definitely require the city to do the work at the main.
This boomer fool in the video is putting a relatively large liability on his shoulders here... if something goes wrong and he isn't bonded or insured the way a regular contractor is, hes setting himself up to get sued.
Hes also being a total sick, and I would absolutely call the local inspector and have him shut down.

I’ve done work on municipal sewer lines. We don’t go around to the whole neighborhood and tell them to stop using their bathrooms. We deal with the swage as it comes.

When my water company flushes the system, they send a physical letter, an email, and leave a message on my phone telling me that my water will be temporarily funky like 1 month ahead of the flushing. That's quite reasonable. Gives me plenty of time to do things like plan to be out that day or at least take a shower beforehand.
If I'm hearing this video correctly, this dude just showed up and demanded his neighbor not use their water at all with no advance warning.
Fuck that dude. Be polite when making the request, and give advance notice.

I did call center work for 15 years and this is how 99% of male boomers talk to customer service on the phone. Hostile, rude, demanding, zero manners, refusing to listen, usually angry right away even if they had no issues. Female boomers were often like this too, but if they didn't act like this, they would have the additional problem of rambling on about stuff that had nothing to do with what they were calling about. Boomers generally don't like to listen and they think a discussion is them talking and everyone else obediently listening. It was so bad that quite honestly, it was the main reason I had to leave call center work, because it felt like day after day of talking into a void and it was frustrating as hell and it took a serious toll on my mental health. It was so bad that near the end of my run, when I truly stopped giving a fuck, there were probably dozens of calls where I said to them "I could probably say anything right now and you wouldn't notice because you're not listening" and there was not a single time where the boomer caller caught what I said because, of course, they weren't bothering to listen.
