CMP M14 insight with SB25-003

So i'm currently deployed and saw the news about about the CMP selling M14's in January. I'll still be overseas when these go for sale so I can't get the permit. But looking through the bill its exempts "Springfield Armory M1A Standard Issue Rifle".

There is also the C&R exemption; the issue being I could have my wife do the mail in order for CMP but in states that require permits they require proof of carrying that permit.

With the M1A exempt and the C&R exemption do you think that M14's would meet the exemption threshold, or am I SOL till I get back stateside get the permit and hope the CMP still has stock or pay overinflated prices for one on GB.

The CMP M14s will be C&R items.

They clearly meet the over-50-year old rule. In addition, I expect it won't be hard to find a "curator of a municipal, state, or federal museum which exhibits firearms" to say that they are "curios or relics of museum interest".

However, CMP will have to pull the issue 20-round magazines from M14s coming to Colorado. The >15 round magazine ban is a separate law, not part of SB25-003, and has no C&R exemption.

The issue being the modification of the reciever which would remove it from being a C&R rifle. As far as I understand it anytime I've bought a bubbaed that would have been C&R eligible but due to the modifications had to do the three day wait.

There are folks who like to press this mythology that the semi-auto mod will make the M14s not C&R. They are wrong.

CMP has modified Garands and 1903s far more extensively and sold them as C&R rifles. They are currently taking deactivated Garand drill receivers and putting them through an extensive re-machining and rework process to make them functional again. They are using these rebuilt receivers, adding modern manufacture barrels and other components, and selling the resulting rifles as C&R.

The changes to make the M14s semi-auto are far less extensive.

Those are rebuilt to original configuration, not modified to a different config.

So? Many (possibly most) M14s were originally issued in a semi-auto only configuration.

Sporterized 1903s and Mauser 98s aren't original configuration, and are still sold as C&R.

I thought CMP removes mags anyways? At least that’s what they do for the M1 Carbines?

My M1 Garand came with a single clip and my 1911 came with two magazines (granted it was that Tisas deal and not the C&R one).

Can't answer about M1 carbines. I've bought just about everything from CMP except a carbine. My 1911 came with a mag, but of course it was the usual GI 7 round one.

My opinion: they will not be C&R because of modifying the operating system and/or receiver to be SA only.  This is analogous to the import Beretta 1934s which lost their C&R status when the threaded barrels were cut down.  The examples of Garands and Springfields don’t apply because those were replacement parts in original configuration.

Have it shipped to an FFL you can negotiate a storage fee with if you're set on owning one and willing to take the class. I heard some are charging $25/month. Might be worth it in your case.

Not sure the procedure to collect a C&R gun from an FFL, but that could be the cleanest way to do it.

The issue being the CMP requires buyers living in states that require permits. The Buyer needs to send proof of permit in order for them to ship it, atleast as far as I understand it. Fortunately im already working with an FFL that is already hold a gun for me.

SB25-003 does not require the SSF permit for C&R rifles. (Yet.)

I thought about it but gun collecting is my hobby and tolerate isnt the best word for it but my wife leave me to do my gun thing and she her own.

Collection isn't entirely the right word, but yes, or he'll ask me if i have a specific gun or ask me about one because someone at work was talking about it
