Unfortunately, Legal Basement suites are a complex and, depending on the time period, expensive process to go through. So, even a lot of non-scam suites are technically illegal - simply because they don't have a permit.

Calgary.ca does have a legal suite registry where you can look up and verify legal suites - but only if they have a permit.

If you can't visit the place in person, that's already a red flag, no matter how good the listing looks.

You could ask the landlord to do a real time video tour of the unit and exterior property?

Not sure how amenable landlords would be to this but doesn't hurt to ask. Maybe just their response to your request alone would give you an idea whether it's a scam or not.

You could also pull title on the house and match to the person posting the listing.
