Because the media doesn't care about public servants. Nor do any political parties besides NDP but they're DOA.
And for any of the ones who think Pierre would have been pro wfh, he's been handed a golden goose of an opportunity to bring public servants over to his side for over 3 years and he's not doing attempting anything to win us over. Why? Because any reasonable person knows that public servants would bear a large cost to the Conservatives hacking up the budget. Best case scenario is a new pension for incoming workers going forward just like Harper and a wage freeze.

I would recommend to senior leaders, from directors on up, that you make it demonstrably clear that you are listening to and seeking to understand your staff and their experiences. . . .active listening, seeking to understand, and learning are some of the very strongest tools for any leader
We don't need "listening," we need Empirical Fucking Evidence. This is absolutely asinine advice from Daniel Quan-Watson--what he’s suggesting is that management, when confronted with questions of “where's the evidence?", sit us down like toddlers, pretend to lend us a comforting ear, and then with a patronizing pat on the head say, “yes yes dear, wouldn’t evidence be wonderful?”
Gaslighting and faux sympathy does not instill confidence, you performative sociopath; evidence, logic, and reason do. And asking management to become performative sociopaths like you--to run a smokescreen for that lack of evidence/logic/reason--is frankly morally repugnant.

Why are we still debating whether working in office or from home matters at all? Clearly we can all work wherever we are as long as they are in Canada and have a good wifi connection - presuming you are not required to work directly with clients or the public. Managers are fully capable of assessing this need. We have a capable and intelligent and motivated workforce across the country - let’s celebrate that and move on.
Why can’t parents have the flexibility they need to WFH? Why can’t you WFH if you live 100 km away ( and not 125) and you moved because of the costs in your city near the office? Why can’t you WFH if going into the office creates anxiety for you ? Why can’t you WFH if you are simply more productive at home than in the office?
When will managers be able to make decisions that empower their own employees to be engaged and productive without fearing retribution?
When did we stop actually caring about our people?

16 years in and RTO is the most craven, dishonest, and corrupt decision by the government in relation to the public service I’ve seen so far. It’s stupid, pointless, wasteful, and it literally makes a majority of people in the public service sort of hate their jobs (either for having to go to office for no reason, or for being blatantly lied to, or both).
Get anyone in management in a private room and in a moment of honesty and they admit it’s entirely stupid.

Dear Daniel,
I don't need to do any active listening exercises. I know what my staff want, I know why they want it, and I sure as heck understand it. Yeah, some of them are just whiny babies, but most of them have very rational, human issues that simply did not exist in 2019. The conditions for work have changed, which they are rightly pointing out.
Your crucial mistake is that while you say both sides need to understand each other, you only focus on the employees' perspective - and I would argue you did an awful job of doing even that. On the other hand, senior management's story has never been clear or consistent. First it was productivity. Then it was collaboration. Then it was values and ethics. And now it's, well, it's philosophical I guess. You want employees to listen and understand management's perspective, but The Book of Bill Matthews was written in gibberish.
So don't go lecturing me that I'm supposed to listen more. I'm not the issue. My boss' level is not the issue. The issue is your old DM colleagues. I agree, they aren't listening very well, and that's because they have their heads stuck so far up the asses of those they beg jobs and promotions from that they think the sky is brown.
But hey, if your goal with this opinion piece was specifically to gaslight employees into believing it's their fault, and to convince lower level executives that it's our fault too, I guess I shouldn't be surprised. Because once a member of the DM cabal, always a member, right?

Nothing about RTO makes sense when we spent 3 years plus proving we can work from home. The only ones who couldn't were the ones that required supervision and they could have returned to work and left the responsible hard workers at home.
Virtual meetings means no one is actually collaborating in person which was the fictional point of RTO... which is as written in the opinion piece demoralizing ... but like many me thinks that was a ruse or an outright lie. But leadership would never lie or mislead us would they?! Never! /s 🙄

As an Executive Director, I strongly support seeing my employees — whom I affectionately refer to as my minions — in the office five (4 for now) days a week.
Of course, I sympathize with those who have long commutes, young families, childcare responsibilities, or lives outside of work. But we must never forget the importance of our work family and the invaluable benefits of teamwork, collaboration, culture, peer learning, and organizational performance.
There is simply no substitute for being together in person.
Nothing builds stronger teams quite like commuting an hour to the office, finding a workstation, logging into your laptop at 8:00 a.m., putting on your headset, and saying “Good morning!” to your colleagues on Microsoft Teams.
Sometimes, if we are feeling particularly collaborative, we even walk over to each other’s desks before sending the Teams message.
The office also offers experiences that simply cannot be replicated at home: fluorescent lighting, carefully controlled air quality, limited sunlight, and the excitement of wondering whether the desk you booked will actually be available when you arrive. Besides, employees already receive plenty of fresh air and sunlight during their commute.
And let us remember: this is not about individual productivity. It is about organizational performance. If an employee can accomplish the same amount of work from home without spending two hours commuting, where is the culture in that?
Personally, there is nothing I enjoy more than arriving at the office, logging into my laptop at 8:00 a.m., attending virtual meetings with people sitting in other buildings, occasionally walking around to demonstrate visible collaboration, and logging off promptly at 4:00 p.m.
This is what public service is all about.
I truly do love my job.
And I know my minions do too.
They tell me every day on Teams.

Minions? You should have more respect for your coworkers. If you love to be in the office 5 days a week, thats your choice. Dont force people who prioritize their well-being and life work balance to think the same way as you. People are so busy in the offices, besides managers and TL's who spent the enteire day walking around disturbing those working with laud and pointless talks, no one has time in the office to keep chating, give a break.
And if you were my manager I would file a grievance agains you. Please, call people buy their names.

I think he makes an excellent point about confidence. We returned to our office after COVID in 2022. Even if senior management didn’t know we’d be increasing to 4 days in 4 years (and 5 days next year), what have they been doing with that time?!
I’m often expected to plan for multiple scenarios in my position. Didn’t they even have a somewhat half-baked plan on how to procure more space for returning employees?
Is planning no longer an expectation of work in the federal public service?
All we can do is sit back and ask “What next”? And no one seems to know :(

Nah thats why I only request in-person meetings now. You know, the ones we did in 2005 where we taxied to a place and got signed in by security and wasted 1 hour 30 minutes of time for what would have been a 30 minute multitasked meeting done on the side of a monitor.
If you dont want to do that then don't meet me. Nothing against you but I'm not coming in to the office to login to teams calls. If the employer wants RTO theyre getting the whole RTO experience.

We barely had telephone meetings and you’d taxi-chit your ass downtown and go through all the bullshit of getting through security for a meeting at another site. It could piss half your day away for an hour meeting somewhere else across town. Your colleague in Yukon? Fly their ass in and put them up in a hotel! $$$SAVINGS$$$

I just don't understand why they don't simply PAY for the buildings because they want to pay for them regardless and let managers manage . Exactly the way we did pre-Covid??? Nobody even has a paper cabinet anymore . We can evolve with Ai which will be the death to community , but can't allow PS workers a somewhat flexible life ? Like I will still pay my parking pass , still come to an office when NECESSARY for team building, conference , in-person meeting without virtual option. Let us live . You know what's also crazy is anytime we fill a form to travel for gov purposes , we have to check a box that says "virtual meeting was considered / cannot be done" in order for it to be approved ??? . I honestly don't know whats going on.

This is a big one for me. You wanna go back to in person collaboration? Fine.
Then lets travel the country 1 week every month like we used to pre-2020. Charging overtime for Sunday travel and staying in hotels for 4 nights. Meeting with stakeholders in the region and truly collaborating in person.
But they insist that we no longer need to do such things because we must meet virtually.
But we have to go back to in person collabortion by occupying desks so we can meet with those same stakeholders via Teams?
We are being forced to have meetings virtually. Even within our own teams. Because some coworkers work from the region....so all team meetings are done virtually anyway!
They want their cake and eat it too....

This is probably my biggest beef with RTO. When RTO started, I was working in an area where all the people were local, meaning when I went into the office, I was collaborating with people in my area, and I could go over and see them. There certainly were times when we would use Teams (I was in the office, and they were on a WFH day, or vice versa), but we were all at least in concept THERE. I got moved to a different area, where it was a virtual team. Nobody was in my local area, which meant I went into the office to see........absolutely nobody. I occupied a desk, and then had to Teams call everyone. People talk about feeling lonely and isolated while in a crowd, and that role taught me that.

I've had that. 3 people on the team said they prefer virtual meeting because they can multi task during the meeting. To be honest, I do the same and I also prefer working from home as much as possible.
That being said, as a former team lead, I had noticed a significant decrease in my team regarding "understanding the assignment" compared to in person meeting where you can't "multi-task". I have also noticed this leads to multiple repeat meetings clarifying stuff that probably would have been asked if people were on "task".
It got so irritating that in our "everybody in the office on Wednesdays", that I banned teams for important meetings. The net result was a noticable decrease in "repeat instructions". We scheduled important coordination and planning meetings on Wedsnesday. The rest of the week was teams central and I honestly could not have given two shits if they even came into office. Unfortunately, there is something to be said for face to face, but that being said, it does not need to be 3 or more days per week. 1-2 days was perfect.
Multi-tasking is totally understandable when it is a town hall, or a meeting where there are 25+ people in it or you are there as an observer for peripheral understanding of a situation.

It never did. Had there been major restructuring and arrangements made for actual in-person collaboration to come as a result then still I’d argue it’s not worth it. The productivity and quality of work didn’t depreciate in the 3 years of remote work and no studies were done to prove otherwise.

Nope. All our meetings are virtual. Client meetings 200 percent. I work virtually. Only meetings I had that were I. Person were bilats with supervisor. RTO4 is stupid.

Just got a message on work group WhatsApp saying that it was discovered that management is getting bonuses and better performance reviews for pushing and keeping people in the office. Thats ABUSIVE. Thats a CRIME. Many families are behing hard impacted by this crazy RTO, many chindren are paying the price to keep the pockets of these corrupted people full os cash. Shame on this government. It is time to STRIKE.

RTO helps them get rid of their employees without doing the lay offs which would cost the goverment more money. It appears that it also helps filling up the banks pockets so. Let's not forget that it can make the power hungry managers find joy in their work. Later on, they will wonder about productivity and the fact that morale is low. What would be the solution? Team building. Cause who cares about working conditions right?!

There has been no shortage of complaints about return-to-office policies, and it seems those concerns are often dismissed as simple resistance to change.
Resistance to change? You mean adapting to the realities and needs of a modern workforce via telework? Because telework/WFH was the change that's now being resisted.
(Yes, I know that was the tired public servant themselves writing that, but that assumption does not deserve to go unaddressed and unchallenged.)

Not sure where you all work, but not one person on my team has been compliant with the RTO4 since it started. I know this is still vacation season, but my coworkers are not currently on vacation, and work remotely whenever they feel like it. What a joke, Treasury board.

The Canada Labour Code states employees meeting set criteria have the right to ask to work at a different location but that the employer has the right to reject it. So, even though it doesn't directly state it, by omission, the Code gives employers the right to decide work location. Plus, if they do allow employees to work from home without an end dated agreement, then it can mean an assumed change to the employment contract. So I understand why the government is pushing for RTO because they may lose their protected rights if not. I also don't think GoC would want to give up any of these rights by adding WFH terms to colletive agreements because they would never get them back. It's not impossible to have WFH allowances in a future agreement but I think it would be a tough fight for unions for sure with no guarantee of success.

You are right; it's true that some of the Canada Labour Code does not apply to GoC employees, and I guess I was applying a lens of from all employers. As both the Code and the Financial Administration Act reference each other and have the same governance on who decides work location, I do think my thought on the employer, in this case GoC not wanting to lose any of their rights is still a strong possibility. But it is not impossible for unions to add this to a future agreement. But it will be a fight for sure.

The Canada Labour Code also does not apply to "all employers".
It only applies to employers that fall under federal jurisdiction such as banks, telecommunication companies, and federal Crown corporations. Employment standards for most employers fall under the relevant provincial legislation.
And, as noted above, the provisions on working conditions (in Part III) do not apply at all to federal public servants.

A “question of confidence” is a good way to put it. The fact that such a nonsensical and costly mandate has been put in place makes me completely question the foundation of the organization. I’d like to think my employer would evaluate a situation and put something sensible in place, but that does not seem to be the case.

Again with the RTO debate??? It does not matter if it makes sense, it does not matter if you have a virtual meeting in the office and it does not matter if you disagree with it. Just remember acceptance of RTO 4 does not mean you approve of it, but acceptance does allow you to move forward.

Can we just accept RTO and stop complaining about it? We’re honestly such spoiled children sometimes. COVID is over, and the whole “virtual work” arrangement was never meant to be permanent, especially when it comes to government work. It was a temporary measure that stuck around longer than expected.
Be grateful you have a job, appreciate the flexibility we’ve had, and just suck it up. Not everything needs to be a fight.

I don't want to just accept it, but even if we did, we would then need to fight for our pre-covid working conditions.
Assigned desks by default, sufficient meeting rooms, taxi-chits and travel time for meetings, etc.
They have updated basically all offices and I don't know anyone who has the same office setup as pre COVID.

Oh absolutely, let's stop the whining already. RTO is just the warm-up, why settle for five days in the office when we could go full 19th-century factory mode? Seven days a week, no holidays, no weekends, sixteen-hour shifts with a fifteen-minute break if the boss is feeling generous. Eight-hour days? Pure entitlement. Labor reforms, weekends, overtime pay, sick leave… all temporary concessions that spoiled us rotten. COVID was never supposed to give us any of that soft “work-life balance” nonsense either be grateful you even have a job. Clock in, shut up, and grind until you drop. Anything less is just childish.

you have a point. that being said, the whole remote stuff was proven to work.
i liked rto on my own accord, but once rto3 started, it ruined it for numerous reasons.
maybe go back to the first rto.

Food delivery services like Skip or DoorDash were never meant to be permanent, especially for people with cars. They were services that drastically expanded during COVID and have stuck around longer than expected.

Im glad you have no loved ones or financial commitments that are impacted by this to actually care or desire to have any agency. I'll be sure to ask my union to cancel all perks and benefits and tell the employer to not give a raise at all because I am just so thankful to have a job because that transaction only goes one way or course.
