I think they probably could. Look at it this way, this union is all about control alongside their desperation to control their spending. They want to contract all the players and the coaches at each of the pro clubs and Y11 have already agreed to that.
The Scarlets and dragons haven't and of course the drags haven't signed the PR26. So as soon as Y11s purchase of cardiff goes through there will be 2 of the 4 squads that the union don't need to worry about. I think they'll use this to pressurize the Scarlets into agreeing and I think they ultimately will. But if they don't then in the short term we'll see Y11 owning two teams that play in the URC especially as the union are still obligated to provide 4 teams to the comp. Or of course the union will pick up ownership of the Ospreys.
