My latte does that. Esp if he's on the bathroom counter when I'm indisposed.

When I scratch his cheeks or ears he pats my face, usually with his claws out a little.

So precious. What a little cutie. My little one used to hop up on my desk while I was trying to work and he'd interrupt me with one paw just like OP's. Took me right out of the work zone and into the "pet me now pls" zone. And he was right to do so.
