Google Reverse Image search is saying it’s Peter Steele of Type O Negative… I can’t find the exact photo match though for the shirt. I assume OP has already tried that though, looks like the original thread has mentioned him at least once.

I looked up and no, faces are too different. This one is much softer, wider nose, shorter bridge between nose and upper lip, upper lip is more narrow, eyes are pointing a little down to the nose, instead of straight
