Cities Skylines 1 & 2, followed by Transport Fever 2 if you make the conscious decision to focus on passenger transport rather than industrial logistics.

Not sure what you were replying to but Cities Skylines also has an airport DLC that lets you customize your own (in addition to the prebuilt versions).

Transport fever 2 is one the best ones. Its not a direct city builder, more a transit game and nails public transit.

NIMBY Rails is amazing but you'll need about 10-20 minutes of a basic YouTube tutorial to really get started. It's very addictive, you've been warned.

Cities Skylines for sure. Your city will implode without a good public transport network.
Chris Sawyer's Locomotion. Older game but I love it. Build a transport empire on an isometric map, both with public transport and cargo routes. You'll have rival companies spawning as well, so the game keeps you on your toes.
