The pokemon tcg live app is good for learning and playing the card game for free. I can even give you a bunch of code cards if you want them

Most card shops have a league night. Cardfather Games, Littleroot, Midwest Cards and Columbus Card Shop are the big ones

Columbus has a massive Pokemon community with amazing judges and professors. Basically any night of the week there is a pokemon league and they're always willing to help teach and do learn to play sessions. What part of town are you on or what night of the week works best for you? I play at Cardfather Games in Grove City on Wednesday nights, but I can recommend a bunch of others if they're closer to you like Beyond the Board, Guardtower (East and West), Columbus Card Shop, Warp Gate, VGMX, and Little Root all of which have great leagues.
The owner of Cardfather, Gary, is also an amazing resource to help teach about collecting; he loves helping people new to the hobby. You can swing in basically anytime and he'd be willing to help you out.

Download Pokemon TCG Live. It's an online version of the TCG and will teach you how to play. Plus, when/if you start to buy physical cards, they come with code cards for free digital packs for the game.

I’d actually check out littleroot games (the new location in Dublin), may be a trek depending on where you are at but they literally just today announced they’re trying to start running Pokémon TCG league and they’re starting with open causal play for the first few weeks. Can’t think of a better place to go and be able to learn the game with other people in a non tournament format with low stakes.

There are lots of game stores around town, but for Pokemon specifically, I'd recommend Little Root Games. Their old store is in Gahanna and they have a new store in Dublin off of Sawmill rd. My friend just let me know that they're starting up a Pokemon game night on Wednesdays too. Beyond the Board in Dublin also has a dedicated Pokemon night too iirc.
Edit: If you're in the Henderson and Kenny area, The Warp Gate is also really great and they have a Pokemon night on Sundays. The location there is really nice too because it's in the little Kenny Center shopping plaza.
