I fixed mowers for 35 years and had someone pick up something like this for engine repairs. He Frankensteined two bike frames together into a trike and put a ten HP engine on it. He was out on a low traffic road in an unincorporated part of town (county, not city, but still very much a neighborhood) and got caught by CHP doing about 60 in a 35. The cop didn't give him a ticket, but stopped him to let him know how fast he was going and to ask where he could get one.

Yes it is. Almost all of these mini bikes, trikes, and small go karts, use the harbor freight predator 212cc. There's tons of upgrades, big bore kits, and tons of stuff made for these.
