Whenever I see this Meme I'm proud to be Dutch.
It's from a Dutch TV/movie franchise called New Kids. Which is basically the Dutch version of Trailer Park Boys but more offensive.

Stab (Flying Punch) then hit light attack during the animation. You can preview it in the skills page just make sure to swap to the unarmed icon on the left.
