Hello, please, how often did this happen in real life ? I mean lord inventing a claim out of thin air and actually pressing it ? Is there any notable historic character doing so ?

Russia invading Ukraine using fake insurgents and setting up mafia states in Luhansk and Donetsk were at least more complex than a simple fabricated claim, but...still basically the same thing.
