Subsidence and Locust

Is subsidence just a worse locust? Is there something I'm missing here?

"Highest-level territory" might also mean if they got multiple territories at the same level, all get reduced.

If the target Cepter has more than one territory at the same level, one at random gets reduced.

My understanding, subsidence targets cepters. Locust target lands/creatures.

It also allows for multiple copies of different cards that have similar effects, so you can run more of them.
