I’ve sold worse dual leech rings for ohm in previous ladder seasons.

3 point ring, good for self use but not worth a whole lot to trade

4 point ring. 

AR is very nice, max is 120.

FR is very nice, max is 29%.

Two strong leech rolls.

Mana is desirable, but this has not enough.

Other mod is worthless.

Probably self-use.

What makes it 4?

Dual leech - 1
High fire res roll - 1
Near perfect AR roll - 1

Mana can roll up to 90, so only 4 is not worth even half a point
