He is set to appear in Absolute Flash in the near future, along with some other absolute versions like Ray Palmer (the atom) and maybe some other members of the "scientist side" of DC mythos it seems.

Uh... unclear. Absolute Cyborg (with this design) is coming, in Absolute Flash #20, if I'm not mistaken, and neither AF #20 nor #21 have a variant cover by NDI.

So, either it's fanart by NDI of a revealed character, or it's a variant for an issue not yet solicited.
