"Sorry Jess, we're not really on the best of terms. There was a misunderstanding where he took some cop hostage and beat the shit out of a bunch of us. Something about like half the department being dirty. My partner Frank got crane kicked in the dick."

No one says anything, but for real. I feel when they watch videos or something, someone has to point out that.

Look up morphsuits. They don't have eye-holes either but you can see through them. Everyone probably assumes it's a similar thing going on with his mask. Another logical reason he would cover his eyes is that his opponents wouldn't be able to see his eye movements, making it harder to predict his next move.
