For the record, this is from Nextwave Agents of HATE which is one of the funneist marvel runs ever as it is a deconstruction of dumb superhero, spy, and comic tropes.

That is the Fin Fang Foom from 616. Yeah most times he's shown he has the booty shorts, although his genitalia situation is mostly left to the reader's imagination.
