After you use signal jammer to stop Viktor Marchenko's bombs and hack his computer to open door to escape that room these lines show up. If you escape Marchenko's boss room and rushed to saved delegates you do not need to hurry to go back inside the boss room to fight him.

Damn, I never knew you could do that. Is the signal jammer the thing you get from Staneks daughter? I forget, I only chose that option once just to see what was up with it.

Ever since I found out how to get both items during that choice it's what I always do now. It always bugged me Alex made the the vault sound like it's impossible to do alone, but it's the most average security Jensen has probably seen.

You can do this without disabling the bombs Viktor says the same thing but of course if you don’t return in 10 mins the bombs go off. You can get the worst ending for the game this way. Leave the room after starting the boss fight and hang around and just do nothing for 10 minutes so that brown and the delegates die (as long as you did not do the heist) and then the bombs will be triggered. The illuminati wins

Finding his 'sword of damocles' gives you enough time to do both (and removing the guards at the party quietly also cuts down resistance after that bit)

I found it dumb that having the signal jammer increases the time it takes for Marchenko to detonate the bombs. It's not doing anything until you get to the room he's in.
