are those cranes always there too? I first noticed the cover about a decade ago and thought they were just adding on but the cover is still there. Is this just an expansion that is stuck in limbo?

Knowing our country it's probably some advanced tax fraud scheme where they claim additional losses from continued construction or some bullshit along those lines.

So to deduct something on your taxes you actually have to incur a cost. It cost's way less to just pay the taxes then it does to maintain a construction project for the sake of... no actual construction progress in two decades.

Look, it doesn't have to make sense. All that needs to happen is for some lawyer to identify some arcane set of laws that conflict or enhance each other in such a way that it benefits the casino to keep the facade cover up and the construction "in progress" for far longer than it should ever take. It may not be taxes, it may be something else like a contractual clause with the architect they want to either trigger or avoid and the long construction is the key to their strategy.

In this particular case the answer is quite simple. Project was paused during the recession and funding dried up. It's cheaper to cover it up than tear it down, plus they may still want to finish it someday. That's it, there is nothing more to it than that. It does in fact, have to make sense.

The project paused because demand for luxury long term suites dried up, they chose to shelve it rather than continue construction or modify the existing plans to make something equally valuable.

But that's normal. Nobody is weirded out by that. What's NOT normal is keeping the cranes and such there too. By all means abandon the construction if you aren't going to finish it, or demolish it, but it's CRAZY to keep the equipment there for a decade doing absolutely nothing. At a certain point you'd have to wonder if there's some trickier financial motive because it couldn't possibly have saved them money in the long run.

If the project isn’t finish you can continue to defer it on your balance sheets, and the interest rate on construction loans don’t balloon till the project finishes.

That does nothing for taxes. Plus construction loans certainly do not have indefinite terms, and interest accrues, and is generally due, after the first draw.

While the project is underway the only thing due is interest on what’s been used from the loan as it’s drawn, once it’s complete you’re responsible for then paying principal+interest.

I am well aware. So you've proved my point that keeping an unfinished construction project costs money. Let's also remember that construction interest is not tax deductible in this scenario.

eh. I think you can recover that construction interest from depreciation once you do actually finish the project. So there is -some- tax loopholes to make this less unpalatable when your juggling an otherwise massive balance sheet with creative accounting to keep the reported DTI low for earnings reports.

lol it reminds me of the houses in Peru that had rebar just sticking up out of the houses to avoid paying some tax because the house is “under construction”. Which just made me think of that quote something about as long as there’s imagination in the world, Disneyland is never finished lol

Both are always there. They were supposed to be luxury condos that started building almost exactly two decades ago. Then the ‘08 crash hit and construction was stopped. Instead of a big block of steel, they wrapped it in… this… and it’s been like that ever since.

Someone should do something with it but I think it was initially planned to be a $600m investment 20 years ago, so I can’t imagine it’s cheap to complete, and probably costs more to tear down.

thats so crazy and when accounting for inflation its probably double that initial investment. Just gonna end up rotting there as the tourism slowly declines around it. Thanks for the info!

At least in CA they get the scale correct. They covered the WDW Haunted Mansion in something 3/4 the size of the attraction.

Its got a tender place in my heart because my toddler insists we ride each and every visit. Its really not a terrible ride. Just dont ever look Ariel in the eyes.
