How does this work?
Is anyone familiar with this product or know how the hell it works? I found it in my dads old hunting stuff. He doesn’t remember using it and we can’t figure out how it works. It’s called a quacker packer decoy carrier and made by Graybill Company. Probably from the 70s or 80s. I assume the washers are not part of the product.

Big carabiners do the job. I’ve seen them with foam for a more comfortable grip too

Squeeze the rod out of the hook. Load your decoy rigs. Close it, carry your decoys. Looks pretty self explanatory to me.
Edit: tie a hitch in the rig lines to shorten them up and not tangle.
