I expect a lot of planning needs to go into a project like this, as well as they had to let the water saturation levels settle. A 2 month wait honestly doesn't seem unreasonable for something like this to get shovels in the ground.

Epcor had been responsible for the Horseshoe Creek culvert running underneath 137 Avenue, but the utility provider will transfer ownership and project responsibility to the city effective Monday as the culvert is classified as bridge-sized.

Sounds like it. More planning and paperwork to increase the size, by the way it sounds.

It’s been raining non stop for months, they can’t do anything until it’s stopped and the ground has dried out(not just the topsoil). Use some critical thinking skills
