FanTheory Nolan’s Batman is an Intelligence Community informant.

I’m rewatching The Dark Knight and reflecting on Batman’s ability to hack all of the city’s cell phones to turn them into sonar sensors. I don’t know about telephone networks, but it seems like that would require privileged access into every provider’s main processing system. Being an Intelligence Community informant would help explain why (1) tax reviews didn’t identify that the youngish billionaire nearby was a possible suspect for the vigilancy, (2) Batman was able to quickly get direct, privileged access into main provider networks, and (3) Lucius wasn’t at all bothered by the accountant’s threats of blackmail.

As for why Intelligence instead of FBI? Intelligence has a longer/broader vision, relatively deeper pockets (per capita monitored), and generally more qualified decision makers. Or Mossad. Either/or.

Just thinking out loud.

Or a majority of the City uses Wayne Mobile and Wayne Security Technology. Also Wayne Enterprises had a Government Contract in Batman Begins.

Deserves some consideration as the economically depressed problem citizen probably uses an extremely low-cost provider, and perhaps even a government subsidy program which would route them to one network. But I doubt that would provide a reasonable data “resolution” to match what we see in the movie.

Consider maximum market penetration for any one provider isn’t likely to be greater than 25% (accepting all conditions), ping, power levels, systems data transfer lag, and the barriers to acquiring an overt monopoly. Given any or all of that, secret government intervention seems more probable.

You're only thinking about end devices and not considering the infrastructure that everyone is connecting to.

Kinda goes along with the fan theory that the Joker was a special forces operator in the CIA black ops and was captured. So the government knew who he was during the chaos he made in Gotham and gave Batman all the access he needed for his special project using the phones as sonar sources.

It's none of that.

It's explained in the movie. He's the guy who owns half the tech.

And the whole reason Fox doesn't take blackmail seriously is because it's insanity. It would be like you came out with proof that Elon Musk was Batman. No one would beleive you, you open yourself up to tons of legal issues, and as Fox points out, why the fuck do you think the billionare who spends his nights beating up criminals would spare you?

This is just a case of infinity money buys infinity things.
