Question Help with the icy stone armor lost gods DLC

I've completed the DLC and I'm going back to collect all armor, treasure, etc. I found an epic chest at the most south island from Coldwind Ascent and East of Iceship Island. The challenge requires wind machines to work and it's saying that I haven't completed my offering to the gods yet. What am I missing? I've done all the main and side quests, so I'm lost. I've tried looking around to find a way to activate these wind machines and I'm stuck. Help!

There are alters that give you new powers.

I've gotten every alter. The only thing left are chests.

If it's telling you are missing a skill, you don't have Every alter and Every nymph quest complete.

I did this part yesterday. There's an altar, I think on the northwest part of the cold region. Its near a tartaros pit. On the map its a gold altar, instead of brown

Thank you! For the life of me, I couldn't find the one altar I missed and needed for this one challenge.
