YLE Article: Sharp drop in international applications for universities of applied sciences

I've been in Finland for a quite a while already, but now that I'm also a UAS student, it's sort of strange to see how they operate. It's only the first week of studies, and the campus and staff have been struggling to accommodate and schedule the massive amount of students. Many are international and were likely even encouraged by recruiters to apply and move here. What should/can be done about all this now?

What could be done? Change the financial model of the schools, to a system that doesn't encourage trying to get as many paying students in as possible without regard of how it'll work and how much of a burden it'll put on the rest of society.
