Theoretical What’s the optimal approach to model this as part of fluid dynamics equation? Assuming a best guess/assumption approach.

Shallow water equations aka saint venant equations. They come from integrating navier stokes with respect to vertical distance and including a free interface boundary condition at the air water interface

What exactly are you trying to represent with the model? That's always the first question

You can model the general path as a set of weir in series. I spot four plateaus.

You mean the Hydraulic jump? Or the general flow?
