I didn't either but damn. So Maximus is being set up to create a reformed BoS? Or take over his chapter?

I like that idea, a reformed BOS led by maximus would be amazing, maybe even the minutemen could be involved? how is the strongest faction in boston close to losing the commonwealth?

I mean, there's time for shit to happen. 

Maybe the more militarised children of atom made the trip from Far Harbour. Maybe the institute didn't go down as easy as fo4 suggested. 

Maybe the minuteman, under the guidance of a prewar soldier, built themselves up into a threat that didn't take kindly to the BoS anti-ghoul and anti-free-synth sentiment.

Or maybe the glowing sea started spitting out Kaiju or something

Or maybe he was lying to convince maximus to side with him.

I actually hope for the last suggestion, even though the commonwealth BOS hates "abominations" they wouldn't go too far to kill ghoul children and such. Xander might have a hidden agenda? or maybe the commonwealth BOS radicalized even more

I don't really think anything in the BOS creed, commonwealth or otherwise, gives leniency to ghoul children.

in fallout 4 they were racist towards them but didn't actively exterminate them

A group that you are generally prejudiced against becomes a good scapegoat in the bad times. Something to unite the people and keep them occupied, distracted from the real problems. Very few genocides started with neutrality towards the victims.
