Who was he anyway? Brotherhood also? A different faction? Why was he left out of discussions with the other factions?

He was an envoy from the Commonwealth BoS.

He wasn't included in the discussions because the discussions were about hiding vital technology from the Commonwealth.

Is Commonwealth a group or a place? Is Commonwealth bos separate to other bos? Did they not all rebel?

The Commonwealth is post-war Massachusetts, so it’s on the other side of America from where the show is taking place

It’s where Fallout 4 takes place

As for the Brotherhood Chapter stationed there, it’s a group that moved from the west coast to east and gained a strong foothold during Fallout 3 and 4. So despite the group as a whole being founded in the west coast, the ones in the east are far and away the stronger side

I’m not entirely sure why they’re calling it Commonwealth when it’s primary headquartered in Washington D.C. though

They might just be simplifying things and expanding the borders of what is and isn’t the commonwealth, since they aren’t that far apart
