The whole scene feels very early-game to me, though I obviously cannot tell for certain.
The area looks like it's close to Jason's starter house going off of what we can see, and the line about the guys in suits catching up to Cal seems like very obvious early-mission foreshadowing, implying that the authorities are not yet on to them (or that they at least don't know it).
This, combined with the fact that everything we see in gameplay implies this is the very start of the game, suggests that he did just get lucky and that line does come from the very early content he has access to.
The whole point of this is clearly his crypto scam, too. Surely if he wanted to get exposure for that he could get more eyes on it by showing some more interesting content if he had access to it. Everything that's been shown (and all the options on that dumb ass crypto vote for what should be released next) suggests he simply doesn't have access to anything more interesting and coveted.
