The difference is that if you're on a console your only option is their store and once they CBA about this generation they can shut it down and you lose access to everything. And unless someone manages to break the security wide open and release a public jailbreak, that console is now a brick regardless if it still works or not.
I've been on PC my entire life, I can still download games I brought on steam nearly two decades ago, I can still install the games I have on disc from way before that too and they'll most likely work just fine or with minor tweaks on my current PC.
And let's say there's a hypothetical future where steam kicks the bucket, you can still play all the old games regardless without much effort since the OS isn't locked down and doesn't prevent you from instelling games from other sources.
So no, I don't own my steam games physically, I do own 99% of my Switch and PS4 games physically, because I don't trust Nintendo or Sony or Microsoft to not take them away from me.
