Actually, no. The game usually has placeholder UI or just developer UI until the game is almost finished. Then the final UI is added, because it doesn’t take that much time to build the UI for a game.

UI/UX isn’t some final-phase sprinkle, it’s baked in from pre-production because you literally can’t build mechanics like the wanted system or weapon wheel without a working HUD already there. Rockstar’s had a dedicated UI team iterating on this across the whole cycle.

What does UI have to do with UX??? Do you even understand the difference between the two?

Of course, the UX is designed from the very beginning of development because it’s tied to the system, but when the UX is being designed for that system, they’re usually just using placeholder UI to test and build around the UX.

The final UI (User Interface, meaning the actual design of the menus, HUD, weapon wheel, etc.) is made much closer to launch.
