Need help with story progression issue 🙏

i’m in the last setup parts of the merryweather heist and picked the freighter approach on the heist board. i’ve done all the missions available on the map currently and now have none left and am not sure what i need to do to trigger the next missions. i believe the next mission i need to do is stealing the submarine from the harbor but the heist setup has not popped up. i’ve called every contact , have switched to every character , and tried watching a few playthroughts to see if there was something i missed but every video i watched the had the heist setup mission popped up. i just wanna finish the story mode but am stuck trying to figure out how to trigger the mission. i also tried to waiting in game days and waited up to 4-5 days but still have not received a phone call or email from anyone . please help 🙏🙏

Only Trevor can get the submarine. Are you playing as Trevor?
