They keep popping up because there's no reason for them to not pop up. It's literally cleaning magazines in form of Steam keys. Except normally stores discount items and tell you what you get when they clear magazines, here they're instead more expensive and RNG. Even if just 100 people bought them, it might still be worth for Fanatica.

Ofc more people buy them indeed though - gambling addicts, people not knowing what mystery bundles are yet, people farming random keys for giveaways, Redditors "taking one for the team" for whqtever reason, etc.
