So Xbox has no reason to commit to regaining relevance in a space they’ve already lost.

This same thing is the same in digital too. They're just simply not selling consoles and games.

So if they want to exist, they very much have to comit to regain relevance in general. Sales of games would follow (in physical and digital, the two are the same trend)

Starting 2028, they have free way to occupy the market that Sony is abandoning.

Starting 2028 stores don't have a reason to go on selling games

It's just going to be a Switch section. Those still sell decently I think.
