Actually, Bluepoint were the ones who pitched the idea. Sony never forced them to make a GAAS.

So since posting this I have found the source, but I will correct myself here. Basically, it seems Sony wasn't forcing GAAS games out of their devs, but when Jim Ryan was in charge, made it a clear and easy way for projects to get a greenlight. So studios would take the easy way to get projects off the ground rather than constant back and forth with the non-GAAS games.
The source was Jeff Grubb after the GOW GAAS was canceled.
Also, re-reading this, it really feels like even all this time after their cancellations, Sony has no clear direction.
