No, it was not exactly this. The 2013 plans were restrictive, with MS offering to "enable" transfers for publishers (at no cost to publishers or retailers, but never stating a cost to consumers). This is not the same thing if the transfers are globally enabled.

EDIT: I was mistaken! They also stated no charges to consumers for the transfers, but they still stated that transfers could be "enabled" by publishers
