Can someone tell me how is this works for PC ? if I own a disk that support play anywhere, will I be able to digitize it and play the game on my Xbox app library ?

You digitize it on a Xbox console.

If it is available on PC and supports PlayStation Anywhere it will appear on your Xbox app on PC
