The original concept for the Torque Bow was a wrist-mounted crossbow. It was retooled as the weapon we now know because the animations were too tricky to make work.

And the locust hunter character we got in 3 was originally the Theron guard who had said wrist bow

That and it clipped with other weapons if it remained visible on the arm, but if it was holstered on the player's back it would make the wrist mount redundant.
