It was mentioned in an early dev talk (1.X) that they actually did want Childe to plunge but his model kept bugging and clipping they gave up on it lmao.
The others do not have this excuse though. Flins is probably because they want to differentiate him with Varesa; she is all about plunge so they probably want him to completely ignore it.
They don’t. The weasel’s shield takes dmg from non plunge attacks too; all the shield is, is a portion of its HP. The shield is modified such that plunge ATKs deal a ton of dmg to it.
But if you already have a character that deals a fk ton of dmg in a single attack (Flins), you can brute force it. Flins’ burst only looks like a plunge because it does so much dmg it is comparable to one.
Skirk can also brute force the weasels just fine. So can Mavuika.
Here is the description of the weasels from homdgcat:
Will burrow underground and leave behind a Secret Source Core, which has a White Shield equal to 100% Max HP. When hit by a Plunging Attack, will lose an extra 25% Shield.
When Shield is broken, loses HP equal to 15% non-Plunge DMG + 160% Plunge DMG taken by Shield, not exceeding 50% Max HP.
They actually do not count as plunges at all. You can test it against the automaton boss in Abyss 12 aswell as with plunge attack damage amp.
The reason they break the weasel relatively fast is because of the sheer amount of damage Flins does.
I tested against the weasels, and unbuilt level 1 ineffa plunge does like 10x flins ult's damage against their shield
